SEC. 3. PLAN WITH TIMEFRAME AND COMPLETION DATE AND REPORTS WITH STATUS UPDATES ON TRANSITION OF UNITED STATES MILITARY AND SECURITY OPERATIONS IN AFGHANISTAN TO THE GOVERNMENT OF AFGHANISTAN.
