SECTION 1. SHORT TITLE.

SEC. 2. EXCLUSION OF THE SOCIAL SECURITY TRUST FUNDS FROM THE UNIFIED FEDERAL BUDGET.

SEC. 3. PROTECTION OF SOCIAL SECURITY SOLVENCY.
