A BILL
To limit the period of validity of driver's licenses and State identification
cards issued to nonimmigrant aliens to the period of validity of nonimmigrant
visas.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Drivers' License Integrity Act of 2003'.
SEC. 2. LIMITATION ON PERIOD OF VALIDITY OF DRIVER'S LICENSES AND STATE
IDENTIFICATION CARDS ISSUED TO NONIMMIGRANT ALIENS TO THE PERIOD OF VALIDITY
OF NONIMMIGRANT VISAS.
(a) IN GENERAL- Notwithstanding any other provision of law, a valid nonimmigrant
visa is required for a nonimmigrant alien to obtain a driver's license or
State identification card in the United States and a driver's license or State
identification card issued in the United States to a nonimmigrant alien shall
be valid only during the period of validity of the alien's nonimmigrant visa.
(b) AUTHORITY OF SECRETARY OF HOMELAND SECURITY- The Secretary of Homeland
Security shall enter into such discussions with appropriate officials of State
and local governments regarding the issuance of driver's licenses and State
identification cards as are necessary and appropriate to ensure prompt and
efficient compliance with the limitation under subsection (a).
SEC. 3. GRANT PROGRAM.
The Secretary of Homeland Security shall establish a program of grants to
assist States in issuing appropriate licenses and identification documents
consistent with the requirements of this Act.
