A BILL
To provide grants to law enforcement agencies to use iris scanning
technology to conduct background checks on individuals who want to purchase
guns.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Iris Scan Security Act of 2003'.
SEC. 2. GRANT PROGRAM.
The Attorney General may award grants to law enforcement agencies to use iris
scanning technology to conduct background checks on individuals who want to
purchase guns.
SEC. 3. APPLICATION.
To request a grant under this Act, the chief officer of a law enforcement
agency shall submit an application to the Attorney General in such form and
containing such information as the Attorney General may reasonably require.
SEC. 4. DEFINITION.
For purposes of this Act, the term `gun' means a firearm (as defined in section
921(a)(3) of title 18, United States Code).
SEC. 5. AUTHORIZATION OF APPROPRIATIONS.
There are authorized to carry out this Act such sums as may be necessary for
each of fiscal years 2004 through 2008.
