and Mr. BROWN of Ohio) introduced the following bill; which was referred to
the Committee on Armed Services, and in addition to the Committee on International
Relations, for a period to be subsequently determined by the Speaker, in each
case for consideration of such provisions as fall within the jurisdiction
of the committee concerned
A BILL
To make permanent the authority to waive restrictions on use of funds
for threat reduction in States of the former Soviet Union and for a chemical
weapons destruction facility in Russia.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Threat Reduction Implementation Act of 2003'.
SEC. 2. PERMANENT WAIVER OF RESTRICTIONS ON USE OF FUNDS FOR THREAT REDUCTION
IN STATES OF THE FORMER SOVIET UNION.
Section 1306 of the Bob Stump National Defense Authorization Act for Fiscal
Year 2003 (Public Law 107-314) is amended--
(1) in subsection (c), by striking `only with respect to fiscal years 2003,
2004, and 2005' and inserting `with respect to fiscal year 2003 and each
fiscal year thereafter';
(2) by striking subsection (d); and
(3) by redesignating subsection (e) as subsection (d).
SEC. 3. PERMANENT WAIVER OF RESTRICTIONS ON USE OF FUNDS FOR CHEMICAL WEAPONS
DESTRUCTION.
Section 8144 of the Department of Defense Appropriations Act, 2003 (Public
Law 107-248; 116 Stat. 1571) is amended--
(1) by inserting `and any fiscal year thereafter' after `2003';
(2) by striking subsection (b); and
