A BILL
To amend the Water Resources Development Act of 1986 to limit the
non-Federal share of the cost of shore protection projects.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Community Beaches Protection Act'.
SEC. 2. SHORE PROTECTION PROJECTS.
Section 103 of the Water Resources Development Act of 1986 (33 U.S.C. 2213)
is amended by adding at the end the following:
`(n) SHORE PROTECTION PROJECTS-
`(1) PROHIBITION ON SOLICITATION OF EXCESS CONTRIBUTIONS- The Secretary
shall not solicit contributions from non-Federal interests for costs of
constructing projects or measures for shore protection in excess of the
non-Federal share assigned to the appropriate project purposes listed in
subsections (a), (b), and (c).
`(2) FULL PAYMENT OF CERTAIN COSTS BY NON-FEDERAL INTERESTS- Paragraph (1)
shall not limit the authority of the Secretary to require non-Federal interests
to pay the full cost of work performed outside the authorized scope of a
project.'.
