A BILL
To establish an Adult Job Corps demonstration program for the United
States-Mexico border area.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Adult Job Corps Demonstration Program Act of
2003'.
SEC. 2. ADULT JOB CORPS DEMONSTRATION PROGRAM FOR THE UNITED STATES-MEXICO
BORDER AREA.
(1) IN GENERAL- The Secretary of Labor shall, pursuant to section 156 of
the Workforce Investment Act of 1998 (29 U.S.C. 2896), establish within
the Department of Labor an Adult Job Corps demonstration program to be carried
out in the United States-Mexico border area for adults in such area who
are adversely affected by the implementation of the North American Free
Trade Agreement (NAFTA).
(2) ADDITIONAL REQUIREMENT- As part of the demonstration program, the Secretary
shall establish two Adult Job Corps centers in Texas and one Adult Job Corps
center in each of Arizona, California, and New Mexico.
(b) REGULATIONS- In carrying out subsection (a), the Secretary shall, to the
extent consistent with the purpose of this section, promulgate such regulations
as the Secretary determines to be appropriate to apply the provisions of subtitle
C of title I of the Workforce Investment Act of 1998 (29 U.S.C. 2881 et seq.)
to the demonstration program.
(c) DEFINITION- In this section, the term `United States-Mexico border area'
means the area located in the United States within 100 kilometers of the border
between the United States and Mexico.
(d) AUTHORIZATION OF APPROPRIATIONS-
(1) IN GENERAL- There is authorized to be appropriated to carry out this
section $50,000,000 for fiscal year 2004.
(2) AVAILABILITY- Amounts appropriated pursuant to the authorization of
appropriations under paragraph (1) are authorized to remain available until
expended.
