A BILL
To ensure that members of the Armed Forces serving in a combat zone
designated for Operation Iraqi Freedom or Operation Enduring Freedom do not
experience a reduction in the total monthly rate of combat zone-related special
pay and allowances after September 30, 2003.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Combat Pay Safeguard Act of 2003'.
SEC. 2. CONTINUATION OF MONTHLY RATE OF COMBAT ZONE-RELATED SPECIAL PAY
AND ALLOWANCES AFTER FISCAL YEAR 2003.
(a) NO REDUCTION IN TOTAL MONTHLY RATE- The total monthly rate for all combat
zone-related special pay and allowances available after September 30, 2003,
for members of the Armed Forces serving in a combat zone designated for Operation
Iraqi Freedom or Operation Enduring Freedom shall be at least equal to the
total monthly rate for those combat zone-related pay and allowances in effect
for September 2003.
(b) COMBAT ZONE-RELATED SPECIAL PAY AND ALLOWANCES- In this section, the term
`combat zone-related pay and allowances' refers to the following special pays
and allowances:
(1) Hardship duty pay under section 305 of title 37, United States Code.
(2) Special pay for duty subject to hostile fire or imminent danger under
section 310 of such title.
(3) Family separation allowance under section 427 of such title.
