To amend the Food Stamp Act of 1977 to increase the amount payable to the Commonwealth of Puerto Rico to provide nutrition assistance under such Act.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Fair Nutrition for American Citizens Act of 2003'.

SEC. 2. AMENDMENT.

Section 19(a)(1)(A)(ii) of the Food Stamp Act of 1977 (7 U.S.C. 2028(a)(1)(A)(ii)) is amended by inserting `the sum of 2 percent and' after `adjusted by'.
