Mr. PAUL introduced the following bill; which was referred to the Committee
on Ways and Means, and in addition to the Committee on Energy and Commerce,
for a period to be subsequently determined by the Speaker, in each case for
consideration of such provisions as fall within the jurisdiction of the committee

A BILL
To amend title XVIII of the Social Security Act to remove the sunset
and numerical limitation on Medicare participation in Medicare+Choice medical
savings account (MSA) plans.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Medicare Medical Savings Account (MSA) Expansion
Act of 2003'.
SEC. 2. REMOVAL OF SUNSET AND NUMERICAL LIMITATION ON PARTICIPATION IN MEDICARE+CHOICE
MEDICAL SAVINGS ACCOUNT (MSA) PLANS.
(a) IN GENERAL- Section 1851(b)(4) of the Social Security Act (42 U.S.C. 1395w-21(b)(4))
is amended--
(1) in subparagraph (A), by striking the first sentence; and
(2) in subparagraph (C), by striking the second sentence.
(b) EFFECTIVE DATE- The amendments made by subsection (a) shall take effect
as if included in the enactment of the Balanced Budget Act of 1997 (Public
Law 105-33).
