A BILL

To amend the Richard B. Russell National School Lunch Act to improve the child and adult care food program.

SECTION 1. SHORT TITLE.

SEC. 2. ELIGIBILITY OF PRIVATE ORGANIZATIONS.

SEC. 3. DEFINITION OF TIER I FAMILY OR GROUP HOME IN RURAL AREAS.

`(aa) a list of schools serving elementary school children in the State in which not less than 50 percent of the children enrolled are certified to receive free or reduced price meals; and

`(bb) a list of schools in rural areas described in subparagraph (A)(ii)(I) serving elementary school children in the State in which not less than 40 percent of the children enrolled are certified to receive free or reduced price meals.'; and

SEC. 4. SUPPLEMENT REIMBURSEMENT RATE FOR TIER II FAMILY OR GROUP DAY CARE HOMES.

SEC. 5. ADMINISTRATIVE REIMBURSEMENT RATE FOR FAMILY OR GROUP DAY CARE HOME SPONSORING ORGANIZATIONS IN RURAL AREAS.

SEC. 6. MANAGEMENT SUPPORT.

SEC. 7. PROGRAM FOR AT-RISK SCHOOL CHILDREN IN RURAL AREAS.

SEC. 8. PARTICIPATION BY EMERGENCY SHELTERS.

SEC. 9. EFFECTIVE DATE.
