A BILL

To permit biomedical research corporations to engage in certain equity financings without incurring limitations on net operating loss carryforwards and certain built-in losses, and for other purposes.

SECTION 1. SHORT TITLE.

SEC. 2. FINDINGS AND PURPOSE.

and thus to discriminate against and to cause under-investment in longer-term breakthrough technologies, a bias which is harmful to American competitiveness.

SEC. 3. RESTORING THE BENEFIT OF TAX INCENTIVES FOR BIOMEDICAL RESEARCH AND CLINICAL TRIALS.
