To amend the Homeland Security Act of 2002 (Public Law 107-296) to
provide that waivers of certain prohibitions on contracts with corporate expatriates
shall apply only if the waiver is required in the interest of national security.

Mr. DAYTON introduced the following bill; which was read twice and referred
to the Committee on Governmental Affairs
A BILL
To amend the Homeland Security Act of 2002 (Public Law 107-296) to
provide that waivers of certain prohibitions on contracts with corporate expatriates
shall apply only if the waiver is required in the interest of national security.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. WAIVERS ON PROHIBITIONS ON CONTRACTS WITH CORPORATE EXPATRIATES.
(a) SHORT TITLE- This Act may be cited as the `Wellstone Corporate Responsibility
Act of 2003'.
(b) IN GENERAL- Section 835 of the Homeland Security Act of 2002 (Public Law
107-296) is amended by striking subsection (d) and inserting the following:
`(d) WAIVERS- The President may waive subsection (a) with respect to any specific
contract if the President certifies to Congress that the waiver is required
in the interest of national security.'.
(c) EFFECTIVE DATE- The amendment made by this section shall take effect as
though enacted as part of the Homeland Security Act of 2002 (Public Law 107-296).
