A BILL
To amend the Higher Education Act of 1965 to require institutions
of higher education to enter into agreements with private for-profit organizations
for the provision of work-study employment.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Earning and Learning Act of 2007'.
SEC. 2. AGREEMENTS REQUIRED.
Section 443(c) of the Higher Education Act of 1965 (42 U.S.C. 2753(c)) is
amended by striking `may, at its option, enter into' and inserting `shall,
except as otherwise permitted by regulations of the Secretary, enter into'.
