MATHESON) introduced the following bill; which was referred to the Committee on
Appropriations
A BILL
To ensure the timely payment of benefits to eligible persons under
the Radiation Exposure Compensation Act (42 U.S.C. 2210 note).
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. RADIATION EXPOSURE COMPENSATION TRUST FUND.
(a) APPROPRIATIONS- There are appropriated, out of any money in the
Treasury not otherwise appropriated, for the fiscal year ending September 30,
2001, $84,000,000 to the Radiation Exposure Compensation Trust Fund to remain
available until expended for the purpose of making payments to eligible
beneficiaries under the Radiation Exposure Compensation Act (42 U.S.C. 2210
note).
(b) EMERGENCY REQUIREMENT- The entire amount made available under
subsection (a)--
(1) shall be available only to the extent that the President submits to
Congress an official budget request for up to $84,000,000 that includes
designation of the entire amount of the request as an emergency requirement
for the purposes of the Balanced Budget and Emergency Deficit Control Act of
1985 (2 U.S.C. 900 et seq.); and
(2) is designated by Congress as an emergency requirement under section
251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of
1985 (2 U.S.C. 901(b)(2)(A)).
