Mr. ENGLISH (for himself, Ms. HART, and Mr. RYUN of Kansas) introduced the
following bill; which was referred to the Committee on International Relations,
and in addition to the Committee on Resources, for a period to be subsequently
determined by the Speaker, in each case for consideration of such provisions as
fall within the jurisdiction of the committee concerned
A BILL
To prohibit the exportation of Alaskan North Slope crude
oil.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. PROHIBITION ON EXPORTATION OF ALASKAN NORTH SLOPE CRUDE OIL.
Effective 90 days after the date of the enactment of this Act--
(1) no domestically produced crude oil transported by pipeline over
right-of-way granted pursuant to section 203 of the Trans-Alaska Pipeline
Authorization Act (43 U.S.C. 1652) may be exported from the United States,
or any commonwealth, territory, or possession of the United States;
and
(2) subsections (s) and (u) of section 28 of the Mineral Leasing Act of
1920 (30 U.S.C. 185(s) and (u)), and section 7(d) of the Export
Administration Act of 1979 (50 U.S.C. App. 2406(d)), are repealed.
SEC. 2. ENFORCEMENT.
The President may, notwithstanding section 202 of the International
Emergency Economic Powers Act, exercise the authorities he has under sections
203 and 205 of that Act to carry out the prohibition under section 1 of this
Act, and the penalties provided in section 206 of the International Emergency
Economic Powers Act shall apply to violations under this Act.
