To amend title 49, United States Code, to require air carriers to make contributions to communities impacted by noise from Los Angeles International Airport.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Aircraft Noise Compensation Act'.

SEC. 2. AIR CARRIER CONTRIBUTIONS TO COMMUNITIES IMPACTED BY NOISE FROM LOS ANGELES INTERNATIONAL AIRPORT.

(a) IN GENERAL- Subchapter I of chapter 475 of title 49, United States Code, is amended by adding at the end the following:

`Sec. 47511. Air carrier contributions to communities impacted by noise from Los Angeles International Airport

`(a) IN GENERAL- The Secretary of Transportation shall require each air carrier providing scheduled air transportation to or from Los Angeles International Airport to contribute funds to non-profit organizations in communities that are impacted by noise from the airport.

`(b) AMOUNT AND USE OF CONTRIBUTIONS- The Secretary shall coordinate negotiations between air carriers described in subsection (a) and communities described in subsection (a) to determine the amount and use of funds to be contributed under subsection (a).

`(c) ELIGIBLE NON-PROFIT ORGANIZATIONS- Non-profit organizations that provide educational services, health care services, environmental services, speech and hearing services, and services to persons with disabilities in communities impacted by noise from Los Angeles International Airport shall be eligible for contributions under subsection (a).'.

(b) CONFORMING AMENDMENT- The analysis for subchapter I of chapter 475 of title 49, United States Code, is amended by adding at the end the following:

`47511. Air carrier contributions to communities impacted by noise from Los Angeles International Airport.'.
