A BILL
To amend title 18, United States Code, to provide penalties for the
enticement of children which interferes with parental authority.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Parental Rights Protection Act of 2001'.
SEC. 2. ENTICEMENT OF CHILDREN INTERFERING WITH PARENTAL AUTHORITY.
(a) IN GENERAL- Title 18, United States Code, is amended by inserting after
chapter 77 the following:
`CHAPTER 78--PARENTAL RIGHTS PROTECTION
`Sec.
`Sec. 1601. Enticement
`(a) Whoever, having attained the age of 18 years, through the mails or any
instrumentality of communication that is in or affects interstate or foreign
commerce, intentionally entices a child to run away from home and thereby
interferes with the parental rights of another person, shall be fined under
this title or imprisoned not more than 5 years, or both.
`(b) As used in this section, the term `child' means a person who has not
attained the age of 18 years.'.
(b) CLERICAL AMENDMENT- The table of chapters at the beginning of part I of
title 18, United States Code, is amended by inserting after the item relating
to chapter 77 the following new item:
1601'.
