A BILL
To take the 50 Peacekeeper (MX) missiles off of high-alert status,
and for other purposes.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `MX Missile Stand-Down Act'.
SEC. 2. REMOVAL OF WARHEADS FROM PEACEKEEPER MISSILES.
During fiscal year 2002, the Secretary of Defense shall remove the
warheads from the 50 Peacekeeper (MX) intercontinental ballistic missiles.
SEC. 3. ADDITIONAL MEASURES TO LOWER ALERT STATUS OF NUCLEAR WEAPONS.
Congress urges the Secretary of Defense to take such measures to lengthen
the time for launch of United States nuclear weapons, in addition to the
measures required by section 2, as can be accomplished consistent with
national security.
SEC. 4. REPORTS ON IMPLEMENTATION.
The Secretary of Defense shall submit to Congress a preliminary report by
April 15, 2002, and a final report by November 1, 2002, on the implementation
of section 2. The reports shall be submitted in an unclassified form, but may
include a classified annex.
SEC. 5. ANNUAL REPORT ON RUSSIAN SYSTEMS.
Not later than April 15 each year, the Secretary of Defense shall submit
to Congress a report describing--
(1) the inventory of Russian nuclear forces and the alert status of
those forces; and
(2) the condition of Russian early-warning systems.
Each such report shall be submitted in an unclassified form, but may
include a classified annex.
