A BILL
To amend title 49, United States Code, to require the screening of
all property carried in aircraft in air transportation and intrastate air
transportation, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Baggage Screening Act'.
SEC. 2. SCREENING OF PROPERTY.
Section 44901 of title 49, United States Code, is amended--
(1) in the first sentence of subsection (a)--
(A) by striking `and property'; and
(B) by inserting before the period at the end the following: `and all
property that will be carried in the aircraft';
(2) in the second sentence of subsection (a) by inserting `or loading,
or both,' after `before boarding'; and
(3) by adding at the end the following:
`(d) ASSUMPTION OF SCREENING FUNCTION BY UNDER SECRETARY- The requirement
in subsection (a) that the screening of passengers and property be carried
before boarding or loading an aircraft by an employee or agent of any air
carrier or foreign air carrier shall be assumed, after the 60th day following
the date of enactment of this subsection, by the Administrator of the Federal
Aviation Administration.'.
SEC. 3. DEADLINE FOR ISSUANCE OF REGULATIONS.
The Administrator of the Federal Aviation Administration shall prescribe
the regulations required by the amendments made by section 1 of this Act not
later than the 30th day following the date of enactment of this Act.
