A BILL
To amend title 5, United States Code, to move the legal public
holiday known as Washington's Birthday to election day in Presidential election
years.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Voting Opportunity and Total Enfranchisement
Act'.
SEC. 2. REDESIGNATION OF WASHINGTON'S BIRTHDAY AS A LEGAL PUBLIC
HOLIDAY.
Section 6103(a) of title 5, United States Code, is amended--
(1) by inserting `the Tuesday next after the first Monday in November in
each fourth year after 2000, and' after `Washington's Birthday,'; and
(2) by inserting `in any other year' after `the third Monday in
February'.
