A BILL
To prohibit any department or agency of the United States from
transferring funds to any individual or entity that prohibits the display of the
flag of the United States.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Freedom to be a Patriot Act'.
SEC. 2. PROHIBITION ON TRANSFER OF FUNDS.
(a) IN GENERAL- No department or agency of the United States may--
(1) transfer any Federal funds to an individual or entity that prohibits
the patriotic display of the flag of the United States; or
(2) transfer any Federal funds that the head of such department or
agency determines are likely to be subsequently transferred to an individual
or entity described in paragraph (1).
(b) PATRIOTIC DISPLAY- For the purposes of this section, the term
`patriotic display' means a display intended to express positive feelings
about the United States and includes any display of the flag of the United
States that conforms to the rules and customs described in section 6 of title
4, United States Code.
