A BILL
To amend title XXI of the Social Security Act to provide for the
allocation of allotment under the State Children's Health Insurance Program
(SCHIP) to territories in the same manner as for States.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `SCHIP Territorial Allocation Equity Act of
2001'.
SEC. 2. ALLOCATION OF SCHIP ALLOTMENT TO TERRITORIES IN SAME MANNER AS FOR
STATES.
(a) IN GENERAL- Section 2104 of the Social Security Act (42 U.S.C. 1397dd)
is amended--
(A) in the heading, by striking `TO 50 STATES AND DISTRICT OF
COLUMBIA';
(B) in paragraph (1), by striking `, reduced by the amount of
allotments made under subsection (c) (determined without regard to
paragraph (4) thereof) for the fiscal year, the Secretary shall allot to
each State (other than a State described in such subsection)' and
inserting `the Secretary shall allot to each State';
(C) in paragraph (4)(A), by striking `subsection (b) State (as defined
in subparagraph (D))' and inserting `State';
(D) in paragraph (4), by striking `subsection (b) States' and
inserting `States' each place it appears;
(E) in paragraph (4)(D)(i), by striking `subsection (b)';
(F) in paragraph (4)(D), by striking clause (ii); and
(2) by striking subsection (c).
(b) EFFECTIVE DATE- The amendments made by subsection (a) shall apply to
allotments for years beginning with fiscal year 2003.
