A BILL
To require that the Attorney General conduct a study regarding the
ability of the Federal Bureau of Investigation to prevent and combat
international crimes involving children, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `International Child Safety Improvement Act
of 2002'.
SEC. 2. STUDY AND REPORT.
(1) IN GENERAL- The Attorney General, in consultation with the Secretary
of State, shall conduct a study regarding the ability of the Federal Bureau
of Investigation to prevent and combat international crimes involving
children.
(2) CONTENTS- The study conducted under paragraph (1) shall--
(A) examine the way in which the Federal Bureau of Investigation works
with other Federal, State, and local law enforcement agencies in
conducting international criminal investigations involving children;
and
(B) include a review of the current resources allocated to those
investigations and an assessment of what resources may be needed to
improve the ability of the Federal Bureau of Investigation to investigate
and prevent those crimes.
(1) IN GENERAL- Not later than 6 months after the date of enactment of
this Act, the Attorney General shall submit to Congress a report on the
study conducted under subsection (a).
(2) CONTENTS- The report submitted in accordance with paragraph (1)
shall include--
(A) recommendations on steps that may be taken to improve the ability
of the Federal Bureau of Investigation to investigate and prevent
international crimes involving children; and
(B) recommendations for improving the ability of the Federal Bureau of
Investigation to coordinate with Federal, State, and local law enforcement
agencies when investigating those crimes.
SEC. 3. SHARING OF INFORMATION.
When investigating international crimes involving children, the Federal
Bureau of Investigation shall coordinate and share information regarding an
investigation with the International Criminal Police Organization
(Interpol).
