A BILL
To provide the venue for the judicial review of actions by certain
Federal agencies.
Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,
SECTION 1. VENUE FOR JUDICIAL REVIEW OF ACTIONS BY CERTAIN FEDERAL AGENCIES.
Section 1402 of title 28, United States Code, is amended by adding at the
end the following:
`(e) JUDICIAL REVIEW OF FINAL AGENCY ACTIONS BY THE BUREAU OF LAND MANAGEMENT,
UNITED STATES FISH AND WILDLIFE SERVICE, NATIONAL PARK SERVICE, AND FOREST
SERVICE- Any civil action seeking judicial review under chapter 7 of title
5 of a final agency action by the Secretary of the Interior, acting through
the Director of the Bureau of Land Management, the Director of the United
States Fish and Wildlife Service, or the Director of the National Park Service,
or the Secretary of Agriculture, acting through the Chief of the Forest Service,
relating to the use of land administered by the Secretary, shall be brought
only--
`(1) in the United States district court for the district in which the land
is located; or
`(2) if the land is located in more than 1 district, in any of the districts
in which the land is located.'.
